Typhoon Paeng / Nalgae | October 30, 2022 | 3 p.m.
Typhoon Paeng left a disastrous trail after having six landfalls across Virac, Catanduanes (1:10 a.m.); Caramoan, Camarines Sur (1:40 a.m.); and Buenavista, Quezon (6 a.m.). Paeng’s fourth landfall was in Santa Cruz, Marinduque (8:40 a.m. of October 29, 2022), fifth landfall in Sariaya, Quezon (1:40 p.m.), and its sixth landfall in Baliuag, Bulacan (10:00 p.m.).
The volume of rainfall affected those that are outside the eye of Typhoon Paeng and in vulnerable landslide prone areas where its steep slopes and canyons can no longer resist the overwhelming deluge of water and stresses from the stream of flood and rivers, hence mudslides can runoff.
It has left an initial information of 48 dead, 22 missing persons, and 40 injured persons — a larger number of casualties are from the hinterland populated by Teduray communities in BARMM who were unfortunately buried in a massive landslides.[1] Data of the dead and missing might likely increase as rescue operations continue in varied regions.[2]
The Teduray-Lambangian and Dulangan Manobo tribes in Maguindanao and Cotabato has 122,914 population and 18,135 households within 12 municipalities inside the BARMM territory.[3] Other affected tribes are the Manobo communities in Agusan del Norte and Region XI. They are the most vulnerable populace residing in geographically isolated and disadvantaged areas (GIDA) of the country confronting multilevel causes of poverty.
NDRRMC initially reported 714 damaged houses in Region 5, Region 6, Region 7, Region 11, Region 12, CARAGA, and BARMM.[4]
There is a total of 294,938 affected families or 1,261,573 persons in 2,495 barangays[5] across the country, of which 44,847 families or 168,453 persons are staying inside 2,125 evacuation centers and 88,348 families, or 196,293 persons are with their opted safe host communities.[6]
The most urgent emergency needs of the evacuees are food, water, medicines, hygiene and sanitation kits, women undergarments, children’s milk and needs, clothing, blankets, and kitchen wares.
The 379 flooded areas are in Region 1, Region 2, Region 3, CALABARZON, MIMAROPA, Region 5, Region 6, Region 7, Region 8, Region 9, Region 10, Region 11, Region 12, CARAGA, BARMM, CAR, NCR — 60 areas of which had landslides.[7]
NDDRMC also reported 231 road sections and 61 bridges affected of which 147 roads and 53 bridges are not passable. There are also 124 cities or municipalities that have suffered power interruption but 31 of them are already restored. A total of 8 cities/municipalities have water supply severely affected. There were 39 cities/municipalities in Regions V and VIII whose communications were disconnected.[8]
Paeng canceled 144 domestic flights and 20 international flights. There are 75 seaports that remained non-operational and have stranded 7,782 passengers from traveling to observe All Saints Day and All Souls Days in their respective provinces.[9]
Region VI and Region XII reported damages in agriculture amounted to P55 million affecting 533 farmers.
Across the most affected regions, classes are suspended in 662 schools and 201 workplaces.
In Mindanao, the most affected areas are BARMM, Maguindanao, Zamboanga city, Cotabato city, and North Cotabato. Less affected areas are the two towns of Dinagat Island, Butuan city of Agusan del Norte, the seven towns/city of Surigao del Norte,Tagoloan of Lanao del Norte, Samal of Davao del Norte, South Cotabato.[10]
Specifically in BARMM, typhoon Paeng affected 305 barangays resided by 578,258 persons in 182,263 households in Maguindanao and Cotabato city based on the records of Rapid Emergency Action on Disaster Incidence (READi) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) as of October 30, 2022.[11]
BARMM has already declared state of calamity. There are 72 houses that were totally damaged and 5 were partially damaged. There were 42 dead, 15 missing, and 32 injured documented as of October 30, 2022.[12]
In Cotabato city, typhoon Paeng affected 36 barangays resided by 337,980 individuals in 67,596 households.
Upi and Zamboanga city have declared its respective town and city under the state of calamity too, following the effects of severe inundation and landslides in the last two days.
Typhoon Paeng weakens into a Tropical Storm. It however maintained a maximum sustained winds of 85 km/h near the center, gustiness of up to 140 km/h, and central pressure of 990 hPa as it leaves the Philippines archipelago.[13]
