Terms of Reference (ToR)
1. Background
ECOWEB is inviting qualified consultants or consulting teams to submit quotations and technical proposals for enhancing ECOWEB’s communications strategies, improving digital communications platforms and the development and production of its 20th Anniversary communications outputs.
ECOWEB will celebrate its 20th Anniversary in May 2026. In preparation for this milestone, the organization aims to enhance its communications platforms and systems while producing legacy materials that document its journey, highlight its impact, and communicate its future direction.
This dual focus will enable ECOWEB to not only commemorate two decades of locally-led humanitarian and development work but also ensure its digital and communications systems are equipped to support advocacy, partnership-building, and public engagement beyond 2026.
Key deliverables include:
- A 20-Year Journey Publication
- A Video Documentary of impact of its 20 years journey
- A Strategic Communications Plan and Digital Platform Enhancement
ECOWEB may also form a pool of consultants from separate offers to harness complementary strengths. Offers may cover the entire ToR or specific components thereof. ECOWEB may designate a lead consultant and establish coordination mechanisms among consultants, subject to agreement among parties whose proposals are accepted.
2. Objectives
The consultancy aims to:
- Document ECOWEB’s impact, key milestones, and lessons learned in a compelling publication and video documentary.
- Enhance ECOWEB’s internal and external communication systems and digital platforms.
- Develop and support the implementation of a strategic communications plan aligned with ECOWEB’s 20th anniversary and long-term goals.
3. Scope of Work
A. 20-Year Journey Publication
- Review institutional documents and archives
- Develop concept, structure, and content framework
- Conduct interviews with ECOWEB staff, communities, and partners
- Write and edit the publication (English, with Filipino summaries)
- Provide/Coordinate with graphic designer and layout team
- Finalize and prepare print and digital versions
B. 20-Year Journey Video Documentary
- Develop video concept, script, and plan
- Review archival materials and conduct field documentation
- Film interviews and community stories
- Produce a 15–20 minute full video and 3–5 minute short versions
- Provide teaser clips for social media
- Include subtitles, voiceover, music, and professional editing
C. Strategic Communications and Digital Enhancement
- Assess ECOWEB’s current communication system
- Facilitate one communications workshop
- Draft a strategic plan for “On the Road to 20 Years” campaign and beyond
- Improve design of the website and social media accounts
- Provide sample content layouts and technical support for team implementation
4. Expected Deliverables
- Concept note, publication framework, and written outputs (drafts and final)
- Edited and finalized video documentary (full, short versions, teasers)
- Communications system assessment report
- Strategic communications plan for ECOWEB 20th anniversary and beyond
- Workshop design and facilitation report
- Enhanced website and social media layouts with content samples
5. Duration and Work Arrangement
- April 2025 to March 2026
- Most coordination will be remote, with a number of days of fieldwork based on agreed consultancy technical and financial plan
- Consultant will provide preparatory guidance to ECOWEB for content and logistical inputs
6. ECOWEB Support
- Provide access to documents, stories, reports, and archive footage
- Assign a focal person/team to coordinate with consultant
- Facilitate interviews, field access, and validation processes
- Coordinate feedback and ensure timely collaboration
7. Consultant Qualifications
- Minimum 5 years of experience in publication writing, video production, and communication strategy
- Strong background in participatory storytelling and advocacy communication
- Experience with NGOs and community-based documentation
- Familiarity with humanitarian and localization advocacy, DRR, peacebuilding, and development themes

Note: ECOWEB reserves the right to split or combine awarded tasks depending on consultant strengths and may engage multiple parties by mutual agreement. A lead consultant may be designated by ECOWEB to ensure coherence of outputs and overall coordination.
