ECOWEB is looking for a Project Officer to support the implementation, coordination, monitoring, documentation, and reporting of its community-led recovery project, mainly for families affected by Typhoon Basyang in Iligan City.

The project will also support coordination of community-led recovery activities for families affected by Typhoon Kalmaegi/TinoPH in Cebu, particularly in Talisay City and Mandaue City, as well as other crisis-affected communities as may be assigned.

The project seeks to strengthen local systems for community-led recovery, participatory shelter and resettlement planning, livelihood recovery, WASH, and disaster risk reduction among poor, marginalized, displaced, and high-risk communities.

The Project Officer will be based in Iligan City and will work closely with affected communities, barangay and city LGUs, community organizations, ECOWEB project staff, and the Cebu-based Community Development Facilitator to ensure timely, coordinated, accountable, and community-led implementation.

Key Responsibilities

The Project Officer will support project planning, field and government coordination, implementation monitoring, documentation, and reporting. The position will help ensure that recovery activities in Iligan City, and coordination support for Cebu, are implemented in line with ECOWEB’s survivor- and community-led response approach, project targets, safeguarding standards, accountability commitments, and donor requirements.

Main Tasks

  • Support the planning, coordination, and implementation of community-led recovery activities mainly in Iligan City;
  • Coordinate with the Cebu-based Community Development Facilitator for implementation updates, field monitoring, documentation, and reporting related to Cebu activities;
  • Support community organizing, participatory assessments, household validation, community mapping, recovery planning, and micro-grant implementation;
  • Facilitate coordination with barangay and city LGUs, DRRM offices, shelter and housing-related agencies, community organizations, and partner institutions;
  • Support community-LGU dialogue on shelter security, relocation concerns, transitional shelter needs, livelihood recovery, WASH, DRR, and safer recovery pathways;
  • Assist in the preparation, review, implementation, monitoring, and documentation of micro-grant-supported community initiatives;
  • Support project work planning, activity scheduling, budgeting, procurement coordination, and field logistics;
  • Ensure that project activities promote inclusion, accountability, safeguarding, conflict sensitivity, and do-no-harm principles;
  • Prepare regular project updates, activity reports, monitoring reports, documentation, and inputs to donor reports;
  • Document lessons learned, stories of change, community feedback, emerging risks, and good practices;
  • Support coordination between ECOWEB headquarters, field staff, communities, LGUs, and project partners.

Qualifications

Applicants should have:

  • A bachelor’s degree in Community Development, Social Work, Development Studies, Sociology, Public Administration, Disaster Risk Reduction, Project Management, or other related fields;
  • At least three to five years of relevant experience in humanitarian response, disaster recovery, DRRM, community development, shelter, livelihood, urban poor engagement, participatory development work, government engagement and advocacy;
  • At least two years experience in project management or coordination;
  • Experience in project coordination, field implementation support, monitoring, documentation, data and project financial management and reporting;
  • Experience working with disaster-affected families, displaced communities, informal settlers, women, youth, older persons, persons with disabilities, and other vulnerable groups;
  • Familiarity with barangay and city-level coordination, local governance processes, and community-based DRRM;
  • Strong facilitation, coordination, analytical, documentation, and report-writing skills;
  • Ability to work with LGUs, community organizations, civil society partners, and humanitarian or development actors;
  • Fluency in Cebuano/Bisaya and Filipino, with good working knowledge of English;
  • Willingness to be based in Iligan City and travel to Cebu and other project areas when necessary.

Experience in survivor- and community-led response, micro-grant programming, shelter/resettlement work, participatory action learning, Kobo/mobile data collection and data management, MEAL, or donor-funded project and financial management, communications, and reporting is an advantage.
