Humanitarian Response and Recovery Projects
Duty station — Iligan City, with field travel as required
Contract — One-Year fixed term with 3 months probationary period. Renewal may be considered if resources are available and performance warrants it.
ECOWEB is hiring a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to provide hands-on technical support to humanitarian project teams, field staff and implementing partners. The officer works under a designated MEAL or Learning, Accountability and Advocacy supervisor, who sets priorities and approves final outputs.
What you will do
- Maintain indicator, activity, household reach, assistance delivery and community microgrant trackers. Distinguish unique households or people from repeat contacts, and reconcile grant counts and releases with Finance.
- Enter, consolidate and validate field and partner submissions. Check for missing records, duplicates and discrepancies, retain source records and document corrections.
- Prepare indicator summaries, charts and draft reports that explain progress against targets, gaps and data limitations. Disaggregate results where safe and feasible.
- Support field teams in using standard forms and trackers. Assist with rapid assessments, post-distribution monitoring and learning reviews as assigned.
- Protect sensitive information, track routine community feedback and referrals, and promptly report safeguarding concerns through designated channels.
What we are looking for
- Demonstrated hands-on experience maintaining trackers, checking data quality and delivering recurring reports on deadline in humanitarian response, recovery or comparable time-sensitive community field monitoring. A relevant degree or equivalent practical training is acceptable.
- Strong Excel or Google Sheets skills, including data validation, lookups, conditional counts and sums, pivot tables and basic charts. Familiarity with KoboToolbox or ODK is an advantage.
- Working knowledge of indicators, targets, means of verification, humanitarian data protection and accountability to affected people. Ability to identify double counting and explain findings clearly.
- Accuracy under pressure, integrity, discretion and respectful follow-through. Ability to prioritize across projects, flag reporting risks early and communicate clearly in English. Relevant community languages are an advantage.
How performance will be assessed
The officer is expected to keep trackers current, submit validated datasets and reporting inputs by agreed deadlines, and resolve or clearly flag outstanding data issues. The supervisor will review timeliness, accuracy, traceability, turnaround on corrections and follow-through, including during active response.
Safeguarding and policy compliance
The successful candidate must sign and comply with ECOWEB’s Code of Conduct and applicable policies on safeguarding and protection from sexual exploitation, abuse and harassment (PSEAH), data privacy and confidentiality, anti-fraud and conflicts of interest. ECOWEB has zero tolerance for sexual exploitation, abuse and harassment. Staff are expected to report concerns promptly through designated channels, protect sensitive information and cooperate with authorized follow-up.
Fair and inclusive recruitment
ECOWEB welcomes qualified applicants from diverse backgrounds. Selection is based on job-related experience, skills and demonstrated ability, using consistent criteria and without discrimination. Applicants may request reasonable accommodation during recruitment. ECOWEB charges no application or recruitment fees and handles applicant information confidentially.
Shortlisted applicants may be asked to complete a standardized practical exercise on data entry, validation and analysis using fictional records. Any offer is subject to satisfactory reference and safeguarding checks in line with ECOWEB procedures.
