Terms of Reference (TOR) for Surveying Services

Project Title: Self-delineation of Ancestral Domain Sectoral Boundaries and Mapping of Traditional and Actual Land Use

1. Introduction:

Our organization, Ecosystems Work for Essential Benefits (ECOWEB), Inc. is seeking the services of a qualified Geodetic Engineer to support the self-delineation process of ancestral lands for indigenous communities of CADT 117 located in La Paz, Agusan del Sur, Caraga, Mindanao. The purpose of this project is to enable indigenous communities to map, identify and demarcate their traditional lands and territories, thereby securing land rights, supporting cultural identity, and protecting natural resources.

These surveying and mapping services are particularly to be conducted for the ancestral domain bearing CADT NO. R13-LAP0609-117 covering an area of 67,577.9 hectares.

This engagement is particularly under the project entitled “Enhancing the Resilience of Indigenous Communities (IPs) to climate change impacts and strengthening their socio-economic position in Caraga, Mindanao”, a project of ECOWEB in partnership with Help for self-help e. v. with funding support from Federal Ministry for Economic Cooperation and Development (BMZ) and Germany’s Relief Cooperation.

2. Nature and Duration of Contract:

This is a professional service contract for a limited period. The contract does not establish an employer-employee relationship between the Service Provider and ECOWEB.

3. Scope of Work:

The Geodetic Engineer shall perform the following tasks:

3.1 Conduct actual ground surveys to identify sectoral or clan boundaries, sacred areas, including burial grounds, old and new settlements, and traditional and actual land use.

3.2 Generate a harmonized map of CADT 117 with issued Certificates of Non-Overlap (CNO) from relevant agencies such as DENR, DAR, and other concerned agencies.

3.3 Zone priority and special projects of the Ancestral Domain Sustainable Development and Protection Plan (ADSDPP) initiated by the communities, indicating specific locations and area estimates.

3.4 Conduct actual ground surveys for the issuance of Certificate of Ancestral Domain Land Allocation (CADLA) and Certificate of Actual Land Occupancy for Migrants if necessary.

3.5 Research legal documents, survey records, and land titles to clarify information about property boundaries.

3.6 Prepare and analyze the following maps and reports:

  • Conservation areas of CADT
  • Administrative coverage of CADT
  • Traditional boundary of CADT
  • Map of adjacent CADTs
  • Roads and waterways network within CADT
  • Resource map, soil type map, and land cover map of CADT
  • Elevation, slope, contour, and topography maps of CADT
  • Traditional land use map and clan boundaries of CADT
  • Signal strength map and water production areas within CADT
  • Landslide and flood susceptibility map, fault line map, and forest resource map of CADT
  • National greening program and timber/forest agreements within CADT
  • Land classification map and actual plantable areas for agroforestry
  • Agricultural crops map, river easements, grasslands, and openlands in CADT
  • Tenement map and tourism sites map of CADT, settlement map of CADT

4. Qualifications:

The Service Provider must have:

  • A valid license as a Geodetic Engineer
  • Demonstrated experience in conducting land surveys and mapping projects
  • Familiarity with relevant laws and regulations related to land delineation and indigenous rights in the Philippines
  • Strong analytical and reporting skills

5. Submission Requirements:

Interested Service Providers should submit the following documents:

  • Company profile
  • Valid Geodetic Engineer license
  • Detailed project proposal outlining methodologies, timelines, and deliverables
  • Cost breakdown and budget proposal

6. Evaluation Criteria:

Bids will be evaluated based on:

  • Technical expertise and experience
  • Methodology and approach
  • Cost-effectiveness
  • Compliance with TOR requirements

7. Deadline for Submission:

All bids must be submitted no later than March 20, 2024.
