TERMS OF REFERENCE (TOR)

ECOWEB is implementing a 3-year project entitled Reducing Poverty and Enhancing The Resilience of Abaca Fiber Producers Through Livelihood Improvements And Transitioning To Green Technologies, In Agusan Del Sur, Philippines (GreenFiber Project). The project aims to help abaca farmers in the 15 barangays of the municipality of Sibagat manage their land resources for food sufficiency, enhance abaca production and produce green fiber marketed thru replicable model of social enterprise.

Specifically, this project being funded by BMZ and in implemented partnership with AWO International, has four (4) target outputs for which four (4) strategic components are to be implemented, namely: Component 1: Farm Development and Fiber Production (FD-FP), 2) Social Enterprise Development (SED), 3) Renewable Energy Based Fiber Processing (REBFP), and 4) Partnership, Advocacy and Promotion (PAP).

For this project, four (4) positions, as follows, are being opened for motivated applicants:

The major deliverables and tasks of the position would be: 

  1. Oversees the proper diversification of the farms, establishment of abaca and other plant seedlings nurseries, & capacitate farmers for quality production at farm level to support transitioning to circular fiber production;
  2. Responsible of ensuring the implementation of Farm Development and Fiber Production strategy of the project that is aimed to improve farmers’ cultivation methods, promote climate-friendly agricultural practices and expand abaca cultivation area, and geared towards higher productivity and sustainability of abaca farming in targeted 15 barangays;
  3. Lead in the preparation, designing, testing and actual conduct of training modules for farm development and management, and for appropriate fiber extraction, processing and storage;
  4. Provide technical support to Production Guilds/farmers association for their effective accessing of support from the LGU and government agencies and initiate necessary linkaging and lobbying to generate government support to the project;
  5. Coordinate and collaborate with other project officers in the implementation of project activities. He/She shall also coordinate and engage with other units of the organization involved in the implementation of the project. He/She shall negotiate contracts and agreements for the implementation of some components or activities of the project, and present proposed terms of the contracts and agreements to the GREENFIBER Project Manager for appropriate action;
  6. Participate in all team meetings, planning and assessment and perform other tasks to support the Project Manager in ensuring efficient, effective and accountable implementation of the project;
  7. Perform highest level of accountability, comply code of conduct and organizational policies of ECOWEB and submit timely the required activity plan, proper documentation and report of activities.

Essential minimum qualifications and professional experience required

Education :

University degree in Bachelor of Science in Agriculture, Agricultural Engineering, Agro-Forestry or related field. NC2 and NC3 certification or Master’s degree of above related course is desirable.

Minimum Experience Level:

  • Significant experience (minimum five years) working in sustainable agriculture or related field; 
  • Minimum 3-year experience in Managing agriculture-related or climate change adaptation (CCA) projects;
  • Experience in working with social enterprise and sustainable agriculture projects;
  • Understanding of key management and PME frameworks/tools; 
  • Experience working through partnerships, networking, advocacy and demonstrating leadership;
  • Experience on preparing plans, reports and documenting activities practices. 

Key Competencies

  • Strong skills in drafting documents and reports of high quality and clarity;
  • Strong time management skills, including the ability to work quickly and to meet deadlines;

The major deliverables and tasks of the position would be:

  1. Oversees the effective formation and provide capacity strengthening support to cooperatives and social enterprises of the organized production guilds of abaca farmers in the target areas;
  2. Provide capacity strengthening support for effective operation and management of cooperatives/social enterprises engaged on fiber trading and marketing;
  3. Responsible in ensuring the effective implementation of the Social Enterprise Development (SED) strategy of the project that aims to form:
    1. At least fifteen (15) Production Guilds (at least one PG per barangay);
    1. Six (6) primary cooperatives (one per cluster of Barangays);
    1. A federation of cooperatives;
    1. Piloting of two different levels of cooperative-managed renewable energy-driven central abaca fiber processing;
  4. Shall lead in the conduct of profiling and establishment of digital data base of the production guilds and cooperatives/social enterprises including its members as well as of the covered barangays.  
  5. Shall assist the cooperatives in their registration with the CDA and initiate linkage with relevant government agencies to generate support for the project;
  6. Coordinate and collaborate with other project officers in the implementation of project activities. He/She shall also coordinate and engage with other units of the organization involved in the implementation of the project. He/She shall negotiate contracts and agreements for the implementation of some components or activities of the project, and present proposed terms of the contracts and agreements to the GREENFIBER Project Manager for appropriate action;
  7. Participate in all team meetings, planning and assessment and perform other tasks to support the Project Manager in ensuring efficient, effective and accountable implementation of the project;
  8. Perform highest level of accountability, comply code of conduct and organizational policies of ECOWEB and submit timely the required activity plan, proper documentation and report of activities.

The major deliverables and tasks of the position would be: 

  1. Responsible of ensuring the implementation of the project strategy that aims to establish Two (2) pilot renewable energy-driven abaca fiber processing central facilities and make them fully operational before full turn-over to the two cooperatives to own and manage the facilities;
  2. Primarily responsible of implementing the plan based on the study conducted for the establishment of renewable energy-driven abaca fiber processing facility as a solution to reduce the abaca industry’s carbon footprint;
  3. Shall be primarily responsible of exploring negotiation with contractors for the design and construction of the RE-powered pilot fiber production facility and for monitoring the actual construction of the facility;
  4. Responsible in the drafting of the Manual of Operation of the facility and the training of the operation and maintenance team;
  5. Ensure effective, efficient and successful operation of the pilot RE-powered central fiber processing facility and production of targeted minimum volume of fiber to ensure its viability;
  6. Ensure enough supply of good quality abaca stalks or tuxies purchased at fair market prices are provided to the RE-powered fiber production facility;
  7. Facilitate the smooth transfer of ownership and management of the pilot facility to two qualified primary cooperatives and initiate effective linkage and partnership with the LGU and relevant government agencies for their support to sustainable operation of the facility;
  8. Coordinate and collaborate with other project officers in the implementation of project activities. He/She shall also coordinate and engage with other units of the organization involved in the implementation of the project. He/She shall negotiate contracts and agreements for the implementation of some components or activities of the project, and present proposed terms of the contracts and agreements to the GREENFIBER Project Manager for appropriate action;
  9. Participate in all team meetings, planning and assessment and perform other tasks to support the Project Manager in ensuring efficient, effective and accountable implementation of the project;
  10. Perform highest level of accountability, comply code of conduct and organizational policies of ECOWEB and submit timely the required activity plan, proper documentation and report of activities.

Essential minimum qualifications and professional experience required

Education :

: University degree in Bachelor of Science in Agricultural Engineering or related engineering courses or related field. NC2 and NC3 certification or Master’s degree of above related course is desirable.

Minimum Experience Level:

  • Significant experience (at least five years) in working with development projects or agriculture sector e.g farmers, fishers, indigenous peoples;
  • Experience in renewable energy or in farm mechanization projects;
  • Minimum 3-year experience in Managing related development project;
  • Understanding key management and PME frameworks/tools; 
  • Experience working through partnerships, networking, advocacy and demonstrating leadership;
  • Experience on preparing plans, reports and documenting activities practices.

The major deliverables and tasks of the position would be: 

  1. Responsible for community organizing and formation of Production Guilds of the abaca producers in targeted 15 barangays and in providing support for the necessary government registration of farmers associations and cooperatives;
  2. Responsible in strengthening the capacity of the production guilds and provide support in the development of their abaca social enterprises;
  3. Responsible in ensuring the implementation of project strategy that is aimed to form 6 primary cooperatives (one per cluster of Barangays) and the formation of a federation;
  4. Provide support to all project officers and the Project Manager for the effective and culture-sensitive mobilization of the community partners for their effective participation in all activities of the project and in ensuring proper documentation of distribution of all tools, materials and support provided to the farmers production guilds and cooperatives;
  5. Primarily responsible in the conduct of community profiling and in collecting field data to feed into the digital project data base and monitoring system;
  6. Support the project team in establishing marketing networks and systems for abaca products including sinamay and products made of wastes from the fiber production process;
  7. Provide necessary support to the organized production guilds and cooperatives for their effective linkaging and accessing support from the LGU and government agencies;
  8. Coordinate and collaborate with the project officers in the implementation of project activities. He/She shall also coordinate and engage with other units of the organization involved in the implementation of the project;
  9. Participate in all team meetings, planning and assessment and perform other tasks to support the Project Manager in ensuring efficient, effective and accountable implementation of the project; and
  10. Perform highest level of accountability, comply code of conduct and organizational policies of ECOWEB and submit timely the required activity plan, proper documentation and report of activities.

Essential minimum qualifications and professional experience required

Education

:University degree in Bachelor of Science Sustainable Community Development, Sociology, Social Work, Agriculture, Agri-business Management, Agro-Forestry or related field.

Minimum Experience Level:

  • Significant experience (minimum of 4 years) in community organizing;
  • Experience in social enterprise and cooperative development;
  • Experience in working with agriculture sector e.g farmers, fishers; indigenous peoples;
  • Experience working through partnerships, networking, advocacy and demonstrating leadership;
  • Experience on preparing plans, reports and documenting activities practices.
