Report to: Assigned Supervisor by the Project host organisation (ECOWEB) with a close working relationship with Loop Global team Sensitive Feedback Lead for the Philippines
Base of work: Partner Organisation in locality where staff hired is originated.
Purpose of job
Under the general supervision of the Assigned Project Supervisor, the Loop Lead will be responsible for coordinating Loop activities in the Philippines.
The Loop Lead will coordinate the work of the support staff – Loop moderator and work closely with part-time ICT Specialist and part-time Communications Specialist, finance teams and other moderators, in a work setting where each could be based in different areas of the project in the Philippines.
The Loop Project manager will also need to coordinate and work closely with the national coordination committee (with ECOWEB as the current host organisation in cooperation with NAPC-VDC, CLEARNet, DRRNet, BMCSOP, among other networks) and Loop project focal points from each of the initial targeted 40 partner organisations, and the Loop Sensitive Feedback Lead, Communications and Fundraising Lead and Managing Director.
Main duties
The Loop Lead will have the following tasks

1. Design and implement Loop activities in collaboration with Moderator and other support staff (M&E, Communications, Finance, HR, etc) |
a. Oversee Loop budget and delivery of project activities |
b. Liaise with MNOs to ensure contracts are up-to-date and paid |

c. Provide work plans and reports on activities and country-level trends reports on a regular basis |
2. Work collaboratively with partner organisations to ensure communications, Loop generated knowledge, engagement with organisations and local people and learning and ICT are aligned and help to advance Loop |
a. Develop focal point JD for Loop focal points in network organisations |
b. Develop and provide training to Loop focal points in partner organisations |
c. Ensure organisations are supported to reply to feedback and close the feedback loop. |
d. Identify and address possible barriers to organisations using Loop and closing the feedback loop. |
3. Manage and ensure a positive experience for people already using Loop |
a. Ensure all feedback is moderated in a timely manner, in coordination with the moderator. |
b. Check and confirm people registering to the website (emails etc) |
c. Approve or reject stories and replies according to protocols, add tags where possible and make suggestions for improving the protocols based on experience |
d. Identify the right people to see the stories submitted and share it with them, encouraging them to register and respond on Loop. |
e. Translate stories and replies into underserved languages |
f. Flag or fix possible translation errors. |
g. Update the systems log of standardised translation of key terms and translate where appropriate. |
h. Flag tech errors and ensure that they are resolved quickly |
i. Support the design of and addition of new channels such as IVRR or others identified as relevant to the context. |
4. Ensure a safe and productive experience for people submitting complaints of sensitive feedback |

a. Send referrals based on protocols or oversee the moderator who handles sensitive feedback |
b. Advise the Sensitive Feedback Lead on local ethical considerations, actors, services for survivors etc |
c. Liaise with key actors and be familiar with local legal requirements related to reporting of complaints |
d. Report on statistics, trends and improve SOPs in relation to this area, through experience |
e. Identify ways to improve the Loop service for people who may want to report an abuse, make a serious allegation etc. |
5. Encourage more people to use Loop |
a. Give presentations and briefings about Loop to coordination platforms, authorities, CSOs, NGOs, movements, donors and others who may get value from the platform |
b. Design and develop communications materials appropriate to the organisation or group of people. |
c. Initiate any communications that may raise awareness of Loop – Radio, articles etc, with support of others in the Loop and Philippines community |
d. Attend coordination meetings of groups which may be interested in using Loop |
e. Identify ways to improve the Loop service for key stakeholders |
g. Identify ways for more marginalised populations in your context to use Loop safely (may involve translation, pictorial approaches, trust building, advocating for development of certain tech solutions etc) |
g. Manage feedback and profile pages for organisations |
h. Help develop a community of practice for people supporting feedback systems, accountability, civic engagement, open data systems and the use of technology to reduce the digital divide. |

6. Liaise, document and share learning internally and with all partner organisations involved |
a. Lead on thinking around building a global feedback community |
b. Be an active, positive member of a dispersed global team increasing open and transparent feedback to improve services globally, through the Loop platform |
c. Develop and improve appropriate policies and systems |
d. Help manage the Loop website and facebook page |
e. Manage the Loop shared folder system |
f. Lead any design or prototyping processes taking place in country to grow and improve the service |
g. Identify and organise events and meetings to test new aspects of Loop and to get feedback to make improvements |
h. Analyse data on Loop to identify what other groups might benefit from Loop. Initiates ways to introduce them to Loop and enable usage. |
i. Develop communications materials |
j. Other projects as self-identified or identified by the network and agreed internally |
Minimum Qualification: Bachelors’ Degree in Social sector or Humanitarian/ Development or similar related field, or experience. A postgraduate degree is an added advantage. |
Experience: At least 10 years work experience working in project management and coordination within development. Experience in networking widely within the Filipino context with a strong understanding of national and subregional groups, actors and influencing mechanisms. Experience working with feedback, complaints, hotlines or reporting tools and data would be beneficial. Proven ability to work with various online tools, for example: Slack, Miro, Notion, Google Drive, Facebook, and Microsoft tools. Experience managing other staff and a project team would be beneficial. Working within a dispersed, remote and international team would be an advantage. Proven ability to represent an organisation in written media, training sessions, conferences or other channels. Experience delivering high quality, timely and complete narrative and financial reports. |
