Implemented under the project entitled “Strengthening Resilience among Abaca Farming Families in Sibagat, Agusan del Sur through Livelihoods and Transitioning to Green Technology” (GreenFiber Project)
1.0. BACKGROUND
The Philippines currently supplies 85% of global demand f/or abaca fiber, and this demand is expected to increase in the future due to the shift towards sustainability and the use of natural materials in the production of “green” products. Despite this potential, abaca fiber farmers in the Philippines face challenges such as poverty, small farm sizes, poor technology, low productivity, high transportation costs, and a lack of efficient processing equipment.
The Ecosystems Work for Essential Benefits, Inc (ECOWEB) a non-stock non-profit corporation, registered with the Securities and Exchange Commission (SEC) in 2006 based in Iligan City, Mindanao, Philippines is proposing the GreenFiber Project. The project will be implemented in Sibagat, Agusan del Sur.
The GreenFiber Project aims to significantly reduce the greenhouse gas emissions from agricultural activities in the country, particularly in the abaca farming and fiber production sector. By promoting the bio- diversification of farms with abaca as a main cash crop alongside high-value trees, root crops, tubers, and vegetables, the project will not only support sustainable agriculture practices but also enhance the economic viability of these farms.
Moreover, the project is focused on capacity development and strengthening of civil society by adopting a participatory approach through the establishment and further empowerment of production guilds, a federation of green fiber producers, and strategic partnerships with the government and other key players along the abaca value chain. This will foster a collaborative effort towards a sustainable and economically viable abaca industry for all stakeholders.
2.0. DEFINITION
The purpose of this Terms of Reference is to describe the equipment and services that shall be provided by the selected supplier.
3.0. BUDGET
Approved Budget is TWO MILLION FIVE HUNDRED EIGHTY THOUSAND PESOS (P2,580,000) for the Procurement of Renewable Energy (RE)-powered Abaca Processing Facility Equipment and Abaca Stripping Machines (Diesel Engine) for SED Component

5. DELIVERABLES
Warranty
Renewable Powered (RE) Abaca Processing Facility Equipment shall be covered by warranty on all parts, components and after sales services for a period of one (1) year after its inspection and acceptance by the Procuring Entity.

6. INSPECTION AND TEST
The ECOWEB shall have the right to inspect and/or test the items to confirm conformity with the Contract. The winning bidder shall provide test equipment, necessary to perform all testing. ECOWEB shall give a five (5) working day notice prior to tests.
7. MAINTENANCE/TECHNICAL SUPPORT
- During the warranty period, the supplier shall provide highly technical personnel to service all the equipment whenever any related problem should occur.
- On call support shall be available 24 hours a day, 7 days a week. A one (1) hour response from time of the call (through telephone call) shall be provided.
- The winning bidder must provide expert personnel to service the equipment whenever any related problem should occur.
- The winning bidder must shoulder all expenses of the technical person(s) who will be providing the technical services on-site.
8. TERMS OF PAYMENT
- All bid prices shall be considered as fixed prices, and therefore not subject to price escalation during contract implementation.
- Payment shall be processed by ECOWEB upon submission of the required documents by the winning bidder / supplier (i.e. Statement of Account, signed contract, and other documents, as applicable).
9. GENERAL CONDITIONS
- Omnibus Sworn Statement, Mayor’s Permit, and Income/Business Tax Return shall be attached upon submission of the Quotation.
- The ECOWEB assumes no responsibility whatsoever to compensate or indemnify Bidders for any expenses incurred in the preparation of their Quotation/Bid.
