Technical Writer for the Indigenous People’s Resilience Project (IPR) in the municipalities of Loreto and La Paz, Agusan del Sur.
1. Title: Consultant – (Technical Writer)
The consultant will work in close coordination with the Indigenous Peoples Resilience Project and community service center of the National Commission of the Indigenous Peoples’ in La Paz, Agusan del Sur.

2. Period of Contract and schedule of payment
This is an output based 6-month contract with a total budget of PhP150,000.00 only.

3. Background
The Ecosystems Work for Essential Benefits, Inc. (ECOWEB) is a Non-government and Non-Profit organization based in Iligan City, Lanao del Norte, Philippines. It is registered under the Securities and Exchange Commision (SEC) and was founded on the 30th day of May 2006. It is an institution with expertise on community-based disaster risk reduction and management. It also strongly advocates for the rights of indigenous people, women and other marginalized sectors. Hence, ECOWEB also supports peace process and ecological conservation as well as participatory good governance.
Currently, ECOWEB is implementing the “Enhancing the resilience of indigenous communities (IPs) to climate change impacts and strengthening their socio-economic position in Caraga, Mindanao”, which aims to strengthen the indigenous political structures and indigenous peoples organizations, enhance the Ancestral Domain Sustainable Development and Protection Plan, provide community sustainable livelihood, and incorporation of DRR/CCA plans in the ADSDPP. The project is implemented in CADT090 in Loreto and CADT117 in La Paz.
The overall goal of the project states that, “Indigenous Political Structure (IPS) of IP communities able to manage their ancestral domains effectively, engaged with government agencies and NGOs, respond to disaster risks, and contribute to climate change adaptation based on their legally mandated Ancestral Domain Sustainable Development and Protection Plans (ADSDPP).”
4. Roles of the Consultant
- To draft and prepare the final IPS and ADSDPP documentation report in the conducted IPS Confirmation process and Updating of ADSDPP to CADT 117;
- To consolidate data gathered by the VVT and ADSDPP Team during the process such as anthropological, ethnological, genealogical, economic and other data as part to the compilation CADT Recognition Book;
- To assist the VVT and ADSDPP Team in facilitating necessary activities as stipulated in NCIP AO No. 02, series of 2012 IPS/IPO Guidelines and ADSDPP guidelines in NCIP AO No. 2, series of 2018 within the year;
- To evaluate available documents and identify lacking data for immediate compliance of the concerned member of the team;
- To provide systematic and technical assistance during the preparation of report with pertinent and legible annexes;
- To assist maintain proper safekeeping of documents during the process and turnover of all relevant documents upon the conclusion of this contract;
- To perform other functions as may be assigned by the immediate supervisor;
- To assist the IPS component in establishing the ADMO for the 2 CADTs.
5. Key Deliverables
- 2 ADSDPPs are formulated following the process and standards under NCIP AO No. 2, series of 2018;
- Consolidate the portion of ADSDPP that describes the current condition of IP communities;
- Inventory of basic services or development projects;
- Documentation of the tribal justice system;
- Drafting of IPS and IPO resolutions.
6. Qualifications:
The interested applicant must have:
- Experience in technical writing preferably engaging NCIP;
- Knowledge on ADSDPP formulation and experience working with indigenous people and indigenous communities;
- Strong communication and writing skills.
7. Reporting and Monitoring:
The Community Service Center Head of NCIP Lapaz will be responsible for the supervision of the Consultant’s performance of this assignment. Technical outputs and deliverables will be reviewed by the IPR Project ADSDPP Officer. Recommendation will be done by the IPR Project Manager and the final approval will be provided by the Executive Director.
