Title:
“Resilience in Action: The Journey of Bucas Grande through the SCLR Approach”
Background:
The Survivor and Community-Led Response (SCLR) approach, championed by ECOWEB, has empowered the communities of Bucas Grande Island to lead their crisis response and resilience-building efforts. Following Typhoon Odette (Rai) in December 2021, communities implemented SCLR initiatives to support livelihood recovery, establish essential services, and promote disaster preparedness. This documentary aims to highlight Bucas Grande’s journey through community empowerment, adaptation, and resilience, as guided by SCLR.
Purpose:
The purpose of this consultancy is to produce a high-quality documentary video titled “Resilience in Action: The Journey of Bucas Grande through the SCLR Approach.” The documentary will capture the community’s recovery, the impact of SCLR projects, the resilience of Bucas Grande’s residents, and the transformative role of ECOWEB and local leaders in promoting community-led solutions.
Scope of Work:
The consultant will be responsible for producing a documentary that adheres to the provided script and captures the essence of Bucas Grande’s resilience. Specific tasks include:
- Pre-production Planning:
- Develop a detailed production plan, timeline, and shooting schedule in consultation with ECOWEB and Bucas Grande community leaders.
- Review the provided script and propose adjustments for visual flow, where necessary.
- Coordinate logistics, including travel, permissions, and securing necessary filming equipment.
- Brief ECOWEB representatives and community leaders on interview guidelines and conduct pre-interviews as necessary.
- Filming and Production:
- Capture aerial and ground footage of Bucas Grande, including Sohoton Cove, local landscapes, and significant locations for the SCLR projects.
- Record interviews with ECOWEB representatives, community leaders, local officials, and project beneficiaries, as outlined in the script.
- Capture b-roll footage for each project (e.g., shelter kits, livelihood projects, sea ambulance, water system).
- Ensure high-quality visuals, audio, and lighting for all recorded footage.
- Post-production and Editing:
- Edit the documentary to follow the narrative flow of the provided script, with smooth transitions between scenes.
- Integrate background music, voiceovers, and subtitles as needed.
- Highlight specific interview sections, ensuring the narrative clearly conveys the SCLR principles and community resilience.
- Include captions, name titles, and credit sequences in consultation with ECOWEB.
- Provide two rounds of revisions based on feedback from ECOWEB and stakeholders.
- Final Deliverables:
- A complete documentary video of approximately 15-20 minutes, in high-definition format (1080p).
- A short, 5-minute version summarizing the documentary for promotional use.
- All raw footage and edited files, delivered on an external hard drive or through a secure online transfer.
Key Interview Subjects:
The documentary will feature interviews with:
- ECOWEB Representatives – Discuss the SCLR approach, principles of community empowerment, flexibility, and micro-grants.
- Pastor Marlon – SAFWA community leader, sharing insights on the shelter kit and livelihood support for displaced families.
- Local Project Representatives – Interviews with individuals involved in specific SCLR-supported projects, including:
- Mini-hardware shop representative
- Rice trader
- Sari-sari store owner
- Livestock and aquaculture farmers
- Sea ambulance group operator
- Others as recommended
- LGU DRRM Officer – Discussing the impact of the sea ambulance on local emergency response.
- Elected President of the Federated Organizations – Reflecting on the importance of community-led collective leadership and collaboration.
Consultant Qualifications:
- Proven experience in documentary filmmaking, particularly in humanitarian, community-led development, or disaster resilience contexts.
- Strong storytelling and editing skills with a portfolio demonstrating the ability to produce compelling documentaries.
- Proficiency with HD video equipment and editing software.
- Sensitivity to working within diverse cultural and community settings, with experience conducting interviews with vulnerable populations.
- Excellent communication and coordination skills, with experience working collaboratively with NGOs or community organizations.
Duration:
The consultancy is expected to last 4-6 weeks from the date of signing, with final deliverables due by December 10, 2024 for the 5 minutes video, and January 2025 first week for the 15-20 minute video.
Payment:
The consultant will be compensated in three phases:
- 30% upon approval of the production plan and schedule.
- 30% upon completion of filming.
- 40% upon final approval and delivery of the documentary and all associated materials.
