Terms of Reference (ToR) for Consultant to Produce Documentary Video


  1. Pre-production Planning:
    • Develop a detailed production plan, timeline, and shooting schedule in consultation with ECOWEB and Bucas Grande community leaders.
    • Review the provided script and propose adjustments for visual flow, where necessary.
    • Coordinate logistics, including travel, permissions, and securing necessary filming equipment.
    • Brief ECOWEB representatives and community leaders on interview guidelines and conduct pre-interviews as necessary.
  2. Filming and Production:
    • Capture aerial and ground footage of Bucas Grande, including Sohoton Cove, local landscapes, and significant locations for the SCLR projects.
    • Record interviews with ECOWEB representatives, community leaders, local officials, and project beneficiaries, as outlined in the script.
    • Capture b-roll footage for each project (e.g., shelter kits, livelihood projects, sea ambulance, water system).
    • Ensure high-quality visuals, audio, and lighting for all recorded footage.
  3. Post-production and Editing:
    • Edit the documentary to follow the narrative flow of the provided script, with smooth transitions between scenes.
    • Integrate background music, voiceovers, and subtitles as needed.
    • Highlight specific interview sections, ensuring the narrative clearly conveys the SCLR principles and community resilience.
    • Include captions, name titles, and credit sequences in consultation with ECOWEB.
    • Provide two rounds of revisions based on feedback from ECOWEB and stakeholders.
  4. Final Deliverables:
    • A complete documentary video of approximately 15-20 minutes, in high-definition format (1080p).
    • A short, 5-minute version summarizing the documentary for promotional use.
    • All raw footage and edited files, delivered on an external hard drive or through a secure online transfer.
  1. ECOWEB Representatives – Discuss the SCLR approach, principles of community empowerment, flexibility, and micro-grants.
  2. Pastor Marlon – SAFWA community leader, sharing insights on the shelter kit and livelihood support for displaced families.
  3. Local Project Representatives – Interviews with individuals involved in specific SCLR-supported projects, including:
    • Mini-hardware shop representative
    • Rice trader
    • Sari-sari store owner
    • Livestock and aquaculture farmers
    • Sea ambulance group operator
    • Others as recommended
  4. LGU DRRM Officer – Discussing the impact of the sea ambulance on local emergency response.
  5. Elected President of the Federated Organizations – Reflecting on the importance of community-led collective leadership and collaboration.
  • Proven experience in documentary filmmaking, particularly in humanitarian, community-led development, or disaster resilience contexts.
  • Strong storytelling and editing skills with a portfolio demonstrating the ability to produce compelling documentaries.
  • Proficiency with HD video equipment and editing software.
  • Sensitivity to working within diverse cultural and community settings, with experience conducting interviews with vulnerable populations.
  • Excellent communication and coordination skills, with experience working collaboratively with NGOs or community organizations.

The consultancy is expected to last 4-6 weeks from the date of signing, with final deliverables due by December 10, 2024 for the 5 minutes video, and January 2025 first week for the 15-20 minute video.

The consultant will be compensated in three phases:

  1. 30% upon approval of the production plan and schedule.
  2. 30% upon completion of filming.
  3. 40% upon final approval and delivery of the documentary and all associated materials.

  3. An updated CV or resume.
  4. A financial proposal detailing the fees and any expected expenses.
