Position: Community Development Facilitator – Cebu and Visayas
Duty Station: Home-based within Cebu, with regular field work in Talisay City, Mandaue City, and other crisis-affected areas in the Visayas. The position will also require coordination and reporting with ECOWEB’s headquarters in Iligan City.

ECOWEB is looking for a Community Development Facilitator to support the implementation of its community-led recovery project for families affected by Typhoon Kalmaegi/TinoPH in Cebu, as well as other crisis-affected communities in the Visayas.

The project seeks to strengthen local systems for community-led recovery, participatory shelter and resettlement planning, livelihood recovery, and disaster risk reduction among poor, marginalized, displaced, and high-risk communities in Talisay City, Mandaue City, and other crisis-affected areas in the Visayas.

Key Responsibilities

The Community Development Facilitator will support community organizing, participatory assessments, household validation, community mapping, recovery planning, micro-grant implementation, and coordination with barangay and city LGUs, community organizations, and partner agencies.

The position will work closely with affected families, community groups, local leaders, LGUs, and ECOWEB project staff to ensure that community voices, priorities, and capacities are at the center of recovery and resilience-building processes.

Main Tasks

  • Facilitate community-led meetings, consultations, focus group discussions, and participatory planning sessions;
  • Support community organizations in household profiling, community mapping, vulnerability assessment, and data validation;
  • Assist communities in identifying priority recovery, shelter, livelihood, WASH, and DRR concerns;
  • Facilitate community-LGU dialogue on shelter security, relocation concerns, transitional shelter needs, and safer recovery pathways;
  • Support community groups in preparing and implementing micro-grant-supported livelihood, WASH, DRR, and community recovery initiatives;
  • Promote inclusion, accountability, safeguarding, conflict sensitivity, and do-no-harm principles;
  • Prepare field updates, activity reports, documentation, and monitoring reports.

Qualifications

Applicants should have:

  • A bachelor’s degree in Community Development, Social Work, Development Studies, Sociology, Public Administration, or other related fields;
  • At least three years of experience in community organizing, humanitarian response, disaster recovery, DRRM, shelter, livelihood, urban poor engagement, or participatory development work;
  • Experience working with disaster-affected families, displaced communities, informal settlers, women, youth, older persons, persons with disabilities, and other vulnerable groups;
  • Familiarity with barangay and city-level coordination and local governance processes;
  • Strong facilitation, communication, documentation, and coordination skills;
  • Fluency in Cebuano/Bisaya and Filipino, with working knowledge of English;
  • Willingness to conduct regular field work in Talisay City, Mandaue City, and other areas in the Visayas.

Experience in survivor- and community-led response, micro-grant programming, shelter/resettlement work, participatory action learning, or Kobo/mobile data collection is an advantage.
