EcoWEB facilitates Co-Designing Workshop with Las Nieves LGU and Community Partners

Bringing together community partners from the Community-Led Resilience Federation (CLERFED) and representatives from the Local Government Unit of Las Nieves in Agusan del Norte, EcoWEB facilitated a four-day co-designing workshop last June 2-5 to institutionalize the survivor- and community-led response (sclr) framework in local government processes and further strengthen the municipality’s preparation for an inclusive crisis response, recovery and resilience.

Participants composed of the Municipal Disaster Risk Reduction and Management Office (MDRRMO), headed by Mr. Jover Manliguez, as well as representatives from the Municipal Planning and Development Office (MPDO), Municipal Local Government Operations Office (MLGOO), Municipal Social Welfare and Development Office (MSWDO), reflected on the insights gained and the partnerships strengthened through learning and collaboration.

More than the introduction of tools and processes, the activity provided an opportunity for local government and community partners to experience firsthand the value of listening to communities, recognizing local capacities, and promoting collective action.

MDRRMO Officer Jover Manliguez said of the process, “I really like the process because the information came from the grass roots  (invited community sectors), because sometimes planning usually does it traditionally that only duty bearers and purok leaders are only present, but now we hear from our different sectors it’s a holistic approach”

Community and LGU partners reviewed the sclr approach, as well as the integration of key planning tools such as the Resilience-Based Participatory Community Appraisal (ReBPCA); and the Community Reflection and Discovery Session (CRDS).

A live field application of these tools was facilitated in Barangay Pinana-an, as one of the pilot sites along with Barangays Ambacon and E.G. Montilla, which were initially identified by the sclr – anticipatory action Project Management Team (PMT) and Project Implementation Team (PIT).

The sessions engaged multiple sectors, including persons with disabilities (PWDs), senior citizens, youth, LGBTQIA+ members, fisherfolk, farmers, women, and local officials.

With stronger coordination, enhanced facilitation skills, and a shared vision for resilience-building, the Las Nieves LGU, CLERFED and EcoWEB now move forward with confidence in preparation for the implementation of anticipatory actions thru the sclr framework.
