External Final Evaluation Consultant | GreenFiber Project

Ecosystems Work for Essential Benefits (ECOWEB), Inc. invites qualified individual consultants or evaluation firms to submit proposals to undertake the External Final Evaluation of the GreenFiber Project – Strengthened Resilience of Abaca Farming Families in Sibagat, Agusan del Sur through Sustainable Livelihoods and Transition to Green Technology, implemented in partnership with AWO International with funding support from BMZ/BENGO.

About the Project

The GreenFiber Project supports 1,500 abaca farming households (approximately 7,000 direct beneficiaries) across 15 barangays in Sibagat, Agusan del Sur. The project promotes climate-smart agriculture, renewable-energy-powered abaca fiber processing, cooperative enterprise development, and sustainable livelihoods to strengthen the resilience of farming communities.

Scope of the Assignment

The selected evaluator will conduct an independent final evaluation covering the entire project implementation period, including the extension and consolidation phase, using the OECD-DAC evaluation criteria: Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability. The assignment includes document review, field validation, key informant interviews, focus group discussions, household assessments, facility and cooperative sustainability assessments, and validation of findings with key stakeholders.

Required Qualifications

Applicants should have:

  • At least seven (7) years of experience in evaluating development or humanitarian projects.
  • Demonstrated experience applying the OECD-DAC evaluation criteria.
  • Strong background in livelihoods, agriculture, climate resilience, renewable energy, cooperative development, or rural enterprise.
  • Experience with BMZ/BENGO, AWO International, or other international donor-funded projects is an advantage.
  • Familiarity with Indigenous Peoples’ rights, gender equality, disability inclusion, safeguarding, and participatory evaluation approaches.
  • Excellent analytical, facilitation, and report-writing skills.
  • No actual, potential, or perceived conflict of interest with the project or its implementing partners.

Safeguarding and PSEAH

ECOWEB is committed to maintaining the highest standards of safeguarding and has zero tolerance for Sexual Exploitation, Abuse and Harassment (PSEAH). The selected evaluator or evaluation firm shall adhere to ECOWEB’s safeguarding and PSEAH standards throughout the assignment and ensure that all evaluation team members uphold these principles.

Applicants are encouraged to submit:

  • A copy of their Safeguarding and/or PSEAH Policy (for firms), or
  • A signed declaration of commitment to safeguarding and PSEAH standards (for individual consultants), and
  • Disclosure of any safeguarding-related investigations, sanctions, or conflicts of interest that may affect the assignment.

  • Technical Proposal.
  • Financial Proposal.
  • Curriculum Vitae of the evaluator(s).
  • At least two sample evaluation reports of similar assignments.
  • List of relevant completed evaluations.
  • Proposed work plan and availability.
  • Disclosure of any actual or potential conflict of interest.
  • Client references for similar assignments.
  • Safeguarding/PSEAH Policy or signed PSEAH Commitment Declaration.
