Anthropologist for the Indigenous People’s Resilience Project (IPR)in the municipalities of Loreto and Lapaz, Agusan del Sur.
1. Title: Consultant – (Anthropologist)
The consultant will work in close coordination with the Indigenous Peoples Resilience Project and community service center of the National Commission of the Indigenous Peoples’ in La Paz, Agusan del Sur.

2. Period of Contract and schedule of payment
This is an output based 6-month contract with a total budget of PhP150,000.00 only.

3. Background
The Ecosystems Work for Essential Benefits, Inc. (ECOWEB) is a Non-government and Non-Profit organization based in Iligan City, Lanao del Norte, Philippines. It is registered under the Securities and Exchange Commision (SEC) and was founded on the 30th day of May 2006. It is an institution with expertise on community-based disaster risk reduction and management. It also strongly advocates for the rights of indigenous people, women and other marginalized sectors. Hence, ECOWEB also supports peace process and ecological conservation as well as participatory good governance.
Currently, ECOWEB is implementing the “Enhancing the resilience of indigenous communities (IPs) to climate change impacts and strengthening their socio-economic position in Caraga, Mindanao”, which aims to strengthen the indigenous political structures and indigenous peoples organizations, enhance the Ancestral Domain Sustainable Development and Protection Plan, provide community sustainable livelihood, and incorporation of DRR/CCA plans in the ADSDPP. The project is implemented in CADT090 in Loreto and CADT117 in La Paz.
The overall goal of the project states that, “Indigenous Political Structure (IPS) of IP communities able to manage their ancestral domains effectively, engaged with government agencies and NGOs, respond to disaster risks, and contribute to climate change adaptation based on their legally mandated Ancestral Domain Sustainable Development and Protection Plans (ADSDPP).”
4. Roles of the Anthropologist
- To document and or assist in the documentation of anthropological, ethnological, genealogical, and other data pertaining to IPS Confirmation and Updating of ADSDPP of CADT 117;
- To assist in the preparation and consolidation of necessary reports such as but not limited to IPS Documentation and ADSDPP enhancement;
- To assist in the facilitation and conduct of IECs, data gathering, ocular inspections, community validations, community assemblies, conflict resolution meetings and all other activities as part of all the phases of IPS as mandated by NCIP AO No. 02, series of 2012 and ADSDPP as mandated in NCIP AO No. 2, series of 2018;
- To perform other functions as may be assigned by the immediate supervisor.
5. Key Deliverables
- IPS documentation for the issuance of certificate of confirmation following NCIP AO No. 2, series of 2012;
- IKSP documentation for the 2 CADTs;
- Updated statement of policies integrated in the ADSDPP;
- Ancestral Domain defense system
- Community Resources Management Development Plan
6. Qualifications:
The interested applicant must have:
- Experience in genealogy documentation,
- Knowledge on ADSDPP formulation and experience working with indigenous people and indigenous communities,
- Strong communication and writing skills.
7. Reporting and Monitoring:
The Community Service Center Head of NCIP Lapaz will be responsible for the supervision of the Consultant’s performance of this assignment. Technical outputs and deliverables will be reviewed by the IPR Project ADSDPP Officer. Recommendation will be done by the IPR Project Manager and the final approval will be provided by the Executive Director.

The above Terms of Reference have been prepared, reviewed, and edited to a degree sufficient for approval and contracting.
