1. Background and Rationale
Project RISE aims to improve foundational reading competencies, learning recovery, and socio-emotional development among Key Stage 1 (Grades 1–3) learners in selected public elementary schools in Cotabato City, BARMM. The project addresses gaps in early-grade literacy, home-based learning support, and learning continuity in contexts affected by poverty, conflict, and recurring disasters. It works across three strategic levels: the learners, the duty bearers within the school system, and the parents/caregivers and community stakeholders who support children’s learning.
To support the effective implementation of the project, ECOWEB will engage a Community Development Facilitator (CDF) who will contribute to both the education component and the sponsorship component of the project. The CDF will play a key role in facilitating school-community engagement, supporting project implementation at the field level, strengthening coordination with stakeholders, and ensuring the proper implementation of sponsorship-related processes in assigned target areas.
The CDF is expected to work closely with the Project Manager, another assigned CDF, ECOWEB staff, and EDUCO personnel operating in the same area, ensuring that field-level implementation contributes directly to the achievement of project objectives and complies with organizational and donor requirements.
2. General Objective of the Position
The Community Development Facilitator (CDF) shall primarily support the effective implementation of the education component of Project RISE, focusing on strengthening foundational reading, socio-emotional learning, and home-based learning support systems in target schools and communities.
The CDF shall also provide supporting assistance to the sponsorship component, ensuring that sponsorship-related processes are implemented in coordination with designated focal persons and aligned with project standards.
3. Specific Objectives of the Position
The CDF shall:
- Lead and support field-level implementation of education interventions aimed at improving foundational reading, socio-emotional learning, and home-based learning support among Key Stage 1 learners;
- Strengthen engagement and coordination with school administrators, teachers, parents, caregivers, and community stakeholders;
- Provide support to sponsorship processes in coordination with assigned focal staff, ensuring timely and organized implementation;
- Assist in monitoring, documentation, reporting, and feedback collection related to education and sponsorship activities;
- Ensure alignment of field implementation with ECOWEB systems, EDUCO requirements, and local education structures.
4. Scope of Work and Key Responsibilities
A. Education Component – PRIMARY FUNCTION (Enhanced)

- Lead field-level facilitation of education-related activities in assigned schools and communities, including orientations, reading sessions, parent engagement activities, and school-community events;
- Coordinate closely with school heads, teachers, and education stakeholders to ensure effective planning and implementation of education interventions;
- Support the rollout and utilization of reading materials, teacher support tools, and home-based learning resources;
- Assist in implementing activities on:
- foundational reading improvement
- socio-emotional learning (SEL)
- home learning support systems
- child participation and engagement
- Facilitate parent/caregiver engagement sessions to strengthen home-based learning support;
- Support school-community initiatives such as:
- Reading Month
- Brigada Eskwela
- Children’s Month
- literacy campaigns
- Conduct simple feedback gathering, consultations, and field validation with learners, teachers, and parents;
- Promote understanding of:
- child rights-based education
- shared responsibility of schools and families
- Ensure all education interventions are:
- inclusive
- gender-responsive
- culturally appropriate
- conflict-sensitive
B. Sponsorship Component – SUPPORTING ROLE (Repositioned)

- Provide support to the implementation of sponsorship-related processes in coordination with designated focal persons and project leadership;
- Assist in facilitating communication and coordination with sponsored children, families, and schools;
- Support data collection, updating, and validation of sponsorship-related information;
- Assist in organizing sponsorship-related activities, documentation, and compliance requirements;
- Ensure sponsorship processes are:
- child-sensitive
- confidential
- aligned with safeguarding standards
- Coordinate with the co-CDF and project team to ensure sponsorship activities complement education interventions;
- Escalate any sponsorship-related concerns or issues to the Project Manager or assigned focal person.
