1. Project Background
ECOWEB is implementing Strengthening Indigenous Peoples Participation in Conservation of Agusan Marsh Wildlife Sanctuary (SIPPC-AMWS) to strengthen the meaningful participation of Indigenous Peoples in the governance, protection, and conservation of the Agusan Marsh Wildlife Sanctuary. The project works with Indigenous Political Structures and Indigenous Peoples Organizations, government agencies, protected-area institutions, local government units, and other partners across six ancestral domains. Its work links ancestral-domain governance, protected-area conservation, inclusive participation, and conservation-compatible and climate-resilient livelihoods.
2. Position Purpose
Lead the project’s technical work on conservation and ancestral-domain governance, particularly the harmonization of ancestral-domain and protected-area plans, coordination mechanisms, overlap-zone work, and joint-management policy instruments.
3 Duties and Responsibilities
- Lead timely delivery of Sub-Objective 2 activities: capacity strengthening for DENR or PAMO, NCIP, and LGUs; updating ADSDPPs; drafting Community Conservation Plans; harmonizing PAMPs and ADSDPPs; and developing joint-management policy instruments and agreements.
- Provide technical guidance in reviewing and updating ADSDPPs and preparing Community Conservation Plans, in close collaboration with the IPCECO assigned to each ancestral domain.
- Support the Project Manager in activating and working with regional or provincial technical working arrangements for ancestral-domain and protected-area overlaps under JMC No. 2007-01 and coordination mechanisms under the ENIPAS framework.
- Guide IPCECOs in establishing or strengthening the Coordination and Complementation Committee for each CADT or across the target ancestral domains, as appropriate.
- Lead technical coordination for participatory survey and demarcation of overlap zones with PAMO, NCIP, Indigenous Political Structures, and qualified surveyors.
- Monitor integration of project and ECOWEB GEDSI commitments in all target ancestral domains and agree corrective actions with the relevant IPCECO.
- Prepare periodic plans, activity designs, budgets, technical notes, maps or documentation inputs, and progress reports for assigned measures.
- Maintain complete technical records and contribute evidence, analysis, and learning to project monitoring, reporting, and communications.
- Coordinate with other Project Officers and, when necessary, personnel of complementary ECOWEB projects.
- Perform other related duties assigned by the Project Manager or Executive Director.
4 Required Qualifications and Experience
- Bachelor’s degree in social science, environmental science, forestry, agriculture, sustainable development, or a related discipline; graduate units or a master’s degree are an advantage.
- At least three years of relevant NGO or development experience.
- Ability to prepare activity designs, budgets, minutes, technical documentation, and reports.
- Working knowledge of Republic Act No. 11038, Republic Act No. 8371, ADSDPP processes, protected-area management planning, and ancestral-domain and protected-area overlap issues.
- Experience coordinating with LGUs, DENR, NCIP, and other government agencies and working with Indigenous Peoples.
- Proficiency in Word, Excel, PowerPoint or Canva, and KoboToolbox or KoboCollect; mapping or GIS familiarity is an advantage.
5 Core Competencies
- Commitment to Indigenous Peoples’ rights, dignity, self-determination, cultural protocols, meaningful participation, and the principle of Free and Prior Informed Consent.
- Commitment to conservation, climate resilience, conflict sensitivity, gender equality, disability and social inclusion, accountability, and do-no-harm practice.
- Clear communication, respectful collaboration, sound judgment, planning, problem-solving, and timely delivery.
- Integrity, impartiality, confidentiality, responsible stewardship of resources, and willingness to disclose and manage conflicts of interest.
- Ability to work effectively in a multidisciplinary team and in diverse, remote, and changing field environments, as applicable to the role.
6 Key Outputs and Performance Standards
- Updated ADSDPP and Community Conservation Plan inputs completed to agreed standards and timelines.
- Documented harmonization workshops and draft policy instruments or agreements for joint management.
- Functional coordination mechanisms and technically sound overlap-zone survey or demarcation documentation.
- Timely plans, activity designs, budgets, technical notes, and reports with GEDSI evidence.
Performance will also be assessed against the approved workplan, job objectives, quality and timeliness of outputs, budget and policy compliance, teamwork, partner and community feedback, and observance of ECOWEB’s Code of Conduct and relevant policies.
7. Conduct Safeguarding and Institutional Compliance
The postholder must sign and comply with ECOWEB’s Code of Conduct and applicable human resource, finance, procurement, security, safeguarding, prevention of sexual exploitation abuse and harassment, child and adult protection, anti-fraud and anti-corruption, conflict-of-interest, data-protection, and complaints-handling policies. The postholder must complete required orientation and refresher training; maintain professional boundaries; protect confidential and personal information; use informed consent for stories, photographs, and data; and immediately report concerns through authorized channels. Retaliation against a person who raises a concern in good faith is prohibited.
8 Working Relationships and Conditions
The postholder will work closely with ECOWEB personnel, Indigenous Political Structures, Indigenous Peoples Organizations, community members, government agencies, protected-area bodies, donors, service providers, and other partners relevant to the assignment. Field travel and participation in meetings or activities outside normal office hours may be required, subject to prior authorization, ECOWEB policy, security protocols, and applicable labour standards. Reasonable accommodation will be considered in accordance with policy and the essential requirements of the role.
9. Recruitment and Appointment Conditions
Appointment is subject to verification of qualifications and employment history, satisfactory reference checks, disclosure and assessment of actual or potential conflicts of interest, and any lawful role-appropriate background checks.
