The Philippine National Reference Group (NRG) – co-led by ECOWEB, the Center for Disaster Preparedness (CDP), and Oxfam Pilipinas – has officially released its October 2025 Philippine NRG Report, titled “Advancing Localisation, Flexible Funding, and Meaningful Participation in Humanitarian Action.”
This Philippines NRG report presents a critical, evidence-based assessment of the Grand Bargain commitments as implemented in the Philippine humanitarian context. Drawing from local experiences, sectoral analysis, and community perspectives, the report examines how far humanitarian actors have progressed in advancing localisation, locally led humanitarian action, flexible and quality funding, and inclusive participation.
The 2025 findings reveal a complex and uneven landscape. While the values of Bayanihan and Hinabangay continue to underpin strong local leadership and solidarity in disaster response, the report highlights persistent systemic barriers– including funding constraints, power imbalances, and limited decision-making space for local and community-based actors- that continue to hinder transformative change in the humanitarian system.
As a key Philippine humanitarian policy report, the 2025 NRG publication contributes to national and global discussions on localisation in humanitarian action, accountability to affected communities, and the future of the Grand Bargain in the Philippines.
